Unfortunately that is not true. Health insurance will not cover cleaning of someones home no matter what the diagnosis is, especially since Hoarding was given its own diagnosis in the DSM V. Now, it can coexist with OCD, and we see that often. But if health insurance started to cover the cleanup costs for hoarding, they would go bankrupt. There are over 15,000,000 hoarders in this country. If you say an average clean up costs $5,000 that would come with a price tag of $75,000,000,000. And the sad truth is, the majority of them would most fill their homes up again, so the cleanup would happen over and over. There are no programs out there that could fund cleaning up hoarders homes unfortunately.

I have been helping hoarders for 21 years and have yet to find anything out there except homeowners insurance, when other covered losses happen, and a few other exceptions.

In some cases when you make the argument that OCD is the root problem and the messy house is a consequence of mental health problems; health insurance may cover clean-up costs.

Homeowners insurance does not cover clean-up costs of hoarding. You can try to obtain financial support through social service agencies, your municipality or a church group. Hopefully, when Hoarding becomes a primary diagnosis in the DSM-V there will be some coverage under one's medical insurance policy. Until then, you must be very resourceful.
